Don't listen to pfat. 1.25 is just fine unless you weigh more than 100 pounds like most people do.

Look for CHP or continuos horsepower rather than hp, peak hp or treadmill HP. The second two are just marketing gimmicks basically designed to make the treadmill seem more powerful.

So..basically, a 3chp motor is good enough for pretty much anyone up to 300 pounds, if you are under 250, 2.25 will be fine, 1.75 is ok up to 200 pounds unless you are a serious runner, then you'll want 2.0 CHP. 1.5 chp is good for anyone up to about 160, Below that, you're basically looking at a throw away treadmill.

Horsepower is the strength of the motor. Unless you plan on sprinting at olympic speeds, a 1.25hp should work for you.

The higher horsepower treadmills have a more consistent flow to them. If they bind up on something, or get say... a piece of clothing stuck in the tread, it will keep going. This is not always a good thing.
